Plug-In Request

Can we have something like a skill lvl up thing? For example, if you are high lvled in mining, you get to use a special skill that enables you to mine faster than before for a period of time, then it runs out and needs to replendish. Same thing goes with other skills, you can lvl up in them to get you better skills or longer duration of that skill?
