I am getting a Communication Error, Is there something wrong with the IP or is the server offline?

Connect anyways (Double click on the name) A Pluggin is breaking it, and it always says Communication error

I got a server problem, I log on then try to go to the server but it says
Failed to connect to the server
connection refused:connect
Is this problem my computer or is it the server?
